To obtain the visa on arrival, you will need to have a voucher from an authorized agency.
I. If the accommodation is reserved by the authorized agency
- A legible copy of the passport in English
- Round-trip flight numbers
II. If the accommodation is not reserved by the authorized agency
- A legible copy of the passport in English
- Round-trip flight numbers
- A certificate of accommodation issued by the host (with signature and stamp):
1) The certificate should only be issued if the reservation is fully paid.
2) The authorized agency must obtain an email confirmation from the host that they have indeed issued this certificate.

As a general rule, unless exempted, a visa is required for foreign nationals who wish to come to France. It must be requested before departure from the French embassy or consulate in the country where the application is submitted (usually the country of residence).
For stays of less than 90 days, the required visa is a short-stay visa. In the case of Reunion (a non-European territory), France issues national short-stay visas.
